We all love our pets. I love my pet; however, just loving your pet is not enough. Being a responsible, respectful pet owner is necessary. The health and welfare of your pet is one of your responsibilities. Being respectful to your neighbors is also your responsibility. Pets and Pals Patrol is dedicated to introducing information to pet owners so that their pets are a welcome part of our communities.
We are beginning with basic Orientation regarding Animal Control Laws and what people should do if they encounter a dog off leash. Upcoming issues will include information about the trials and tribulations of adopting a puppy, basic puppy health and shots requirements, puppy training, basic obedience training and future issues will include what to expect as your puppy becomes an adolescent, then adult dog and even issues on the special needs of senior dogs. Animal Control and What To Do If You Encounter A Dog Off Leash
When you adopt a pet, you are inviting that pet into your life, which in turn invites that pet into the life of your family, friends and neighbors. It is your duty and responsibility to be a respectful and responsible pet owner. It is not your dog's responsibility to protect you, it is your responsibility, as pack leader, to protect your dog and teach that dog their limitations.
Horn Lake, Mississippi and almost every city in the USA, has animal control ordinances which set the boundaries for those limitations.
It does not matter if your pet is the most well behaved pet in the universe, you are still required to keep your dog or cat from running loose on your property or in the neighborhood.
Some of the ways this can been done is by having a fenced yard that is escape proof. It can be done by keeping your pet inside your house. It can also been done by keeping your dog on a leash when your dog is not confined to an escape proof fence or inside your house.
You can not let your dog in your front yard, unless the dog is on leash or in an escape proof front yard or otherwise securely restrained.
Doors and windows that do not lead to an escape proof fenced yard or enclosure must be secured in such a manner that your pet can not, under any circumstances, have the free will to venture outside without being leashed.
There are no off leash pet parks in Horn Lake, Mississippi. Please keep your pets on leash at all times in our Public Parks.
Annual rabies shots are required for your pet to be a good citizen of Horn Lake. Your pet's rabies tag should be visible at all times when your pet is in public.

What to do if you encounter a dog off leash in our community.
Do not try to pet the dog.
Do not approach the dog.
Do not try to talk to the dog.
Do not stare at the dog.
Try the best that you can to ignore the dog.
Go immediately inside your house and write down the following information:
Date:
Time:
Your Name:
Location/Address of Loose Dog:
Color of Dog:
Breed of Dog (if known):
Dog Owner (if known):
Nature of Animal Control Ordinance Offence:
If you are under the age of 18, have your parent or legal guardian sign that paper. Report that information to your local Animal Control Officer. Our local animal control officers may be contacted at Horn Lake Animal Shelter, 6410 E. Center St., Horn Lake, MS 38637, Phone: 662-393-5857, Email: hlshelter@yahoo.com If you or any of your family feel threatened by the pet owner because you are willing to report that information, then contact me at the P O Box or email address below and I will send that information to YOUR local animal control officer in your behalf. I will begin keeping a journal on how many times that dog has been reported.
It is the responsibility of pet owners to stop Fence Fighting. It is not neighborly to allow fence fighting and it is unpleasant to walk by a person's house with a dog constantly barking and/or lunging at you through a fence simply because you are walking down a sidewalk. Your pet needs to be taught the difference between real danger and imaginary danger. Dogs are naturally territorial. It does not matter if your dog is a tiny little dog or a huge Great Dane, they are territorial and their natural instinct is to protect their territory. The sidewalk is NOT their territory.
Spaying or neutering is encouraged if you are not a serious breeder. Our shelters are filled with those cute little puppies and kittens that grew up to be adult dogs and cats that, for one reason or the other, find that their last home is our local animal shelter. There are many low cost spay and neutering programs in this area.
Donations to your local Animal Shelter are encouraged. Our local animal shelter, Horn Lake Animal Shelter, operates on a very small budget and is often times under funded. One of the best ways that I have found to donate to our local shelter is to purchase a Gift Card for them at Wal-Mart. Other donations may be mailed or hand delivered to:
